Technical Knowledge Base:

Must be Proficient in: Object-oriented programming, PHP, MySql, JavaScript, HTML, DHTML, XML, CSS

An expertise in some of the following application / framework / CMS : Drupal, Wordpress, Silverstripe, Joomla, Zend Framework, Cake PHP

Knowledge of cross-browser issues, and web standards

Assets: 

Ability to communicate in English.
